Listing Advisory Program is implemented with the support of the State Committee for Securities, in line with the relevant strategy of Baku Stock Exchange and under the State Program titled “Development of securities market in the Republic of Azerbaijan in 2011-2020” approved with the Order of the President of the Republic of Azerbaijan on 16 May 2011.
Listing Advisory Program offers professional and completely free consulting services provided by the Baku Stock Exchange, as well as other professionals – auditors, broker companies, law firms and public affairs companies for companies seeking financing opportunities from capital markets. The Program supports promotion of financing opportunities from capital markets, training for companies, facilitates long term and affordable access to financial resources for potential issuers.
The main goal of the Listing Advisory Program (LAP) is to improve corporate governance experience for companies that are successfully operating in various sectors of economy, ensure financial transparency, promote accountability, raise awareness on advantages of capital market and ways of raising capital from capital markets and support those companies to raise capital from capital markets under favorable conditions.
At present, 13 partners have joined Collective Agreement under LAP: “Paşa Kapital”, “Standard Kapital”, “İnvestAZ”, “Texnika Capital Menecment, “Unicapital”, “Chealsea Kapital” and “AzFinance İnvest” broker companies, Azerbaijani representative offices of “KPMG”, “Baker&Tilly”, “PwC” and “EY” auditor companies, “Dentons” and “Baker&McKenzie” law firms.

Training of trainers was held on 24 September 2014 under LAP that focused on listing process and LAP member participation in the process. The workshop discussed the following topics – selection of companies interested in listing, admission to listing, listing on BSE, capital raising and Initial Public Offering (IPO), the roles of each partner admitted to listing. Joint work program that aims to involve potential companies was drafted at the end of workshop. The workshop was attended by 11 partner companies (audit, broker and law) and BSE’s LAP group. A press release about the workshop was made available to media, BSE and LAP partners have also published it on their websites.
“IPO – Initial Public Offering and Listing” workshop was held on 20 November 2014 under LAP for potential companies interested in financing from capital markets
The workshop was facilitated by international IPO expert Dr.Albrecht Bürger and focused on capital raising through public offering, listing process of shares and bonds, preparation for IPO, roadshow and other topics. At the same time, partners of Listing Advisory Program (audit, law and broker companies) answered the questions of potential companies. Mert Süzgen, a representative of Istanbul Stock Exchange joined the event to present “Development stages of capital market in Borsa Istanbul and successful IPOs” and Tamerlan Kurkiyev, representative of local manufacturing company “Embawood” LLC talked about successful listing of company bonds on Baku Stock Exchange.
The event was attended by 15 local company representatives, LAP partner companies, broker companies, professional participants, media representatives and other guests. Brochures, service catalogues and other educational materials that promoted financing in capital markets were distributed to participants. The event was covered on newspapers, online media, TV channels, and the press release was published on the websites of BSE and the SCS.
PwC Azerbaijan and Baku Stock Exchange jointly organized a workshop titled “Financing through shares and bonds and IPOs” on 22 May 2015 under the Listing Advisory Program, for potential companies interested in financing from capital markets. Fariz Azizov, Chairman of the Management Board of Baku Stock Exchange and Movlan Pashayev, Managing Partner of PwC Azerbaijan made the opening stressing the benefits of such educational workshops and talked about future plans to jointly organize similar workshops.
Rustam Terequlov, PwC Partner for Russia, CIS, Central and Eeastern Europe, opened a broad discussion on raising capital through public offering, listing process of shares and bonds, preparation for IPO, prospectus drafting, corporate governance and financial accountability.
Neil McCain, Head of EBRD Resident Office in Azerbaijan, briefed the participants on “Issuance of bonds in local currency in developing markets”. Presentations were also made by Abdulla Isayev, Head of BSE Business Development Group, “Listing on BSE” and also, Talat Kalayev, Head of Trade Group, “Capital Market Infrastructure under New Legal Framework”.
The event was attended by 30 local company representatives, LAP partner companies, broker companies, professional participants, media representatives and other guests. Brochures, service catalogues and other educational materials that promoted financing in capital markets were distributed to participants.
